Electrum 2FA is 2-of-3 multisig that requires only one seed phrase. Also the other signature would be from TrustedCoin. But if you do not want to pay the TrustedCoin charges, you can reimport the seed phrase and disabled the 2FA. If it is 2-of-2 multisig and not 2FA wallet, you also should be able to spend from the wallet. What is is very important is that you should update it to the latest Electrum version. Make sure it is the Electrum official site that you update it or download it from. Electrum official site: https://electrum.org/

How did you create your 2 of 2 multi-signature wallet? Where did you get the seed phrase (or master keys) from when generating the wallet? As mentioned above by Charles-Tim, electrum 2FA wallet is 2 of 3 multi-singature wallet. Therefore, you can't use a 2FA wallet seed phrase as a consigner.

With an ancient version(3.3.6 no longer able to load any wallets) in 2019 , I established a 2 of 2 multisig wallets, using an 2fa wallets as second cosigner.I have password and 2fa phone and seed for the 2fa wallet, but it just cannot sign the PBST or load the QR code the other cosigner(actually also myself) sent.
If it is a 2FA wallet, and you have troubles now, you can import wallet seed, choose 2FA wallet, but then choose Disable 2FA. After importing 2FA wallet mnemonic seed, but disable 2FA, you can sign Bitcoin transactions without 2FA from Trustedcoin. Remove 2FA in Electrum and use Standard Wallet instead.Quoting the detailed guide on import 2FA wallet, but disable 2FA. 2FA Electrum Wallet RecoveryI have just created a sample Electrum wallet with 2FA first (see the current cosigning fee charged by TrustedCoin):  Here's how to recover your 2FA wallet when you lose your authenticator or forget your password: - Create New Wallet  - Select the Wallet with two-factor authentication option. Click Next.  - In the Create or restore, select I already have a seed.  - Enter the seed phrase of the 2FA wallet you want to restore. If you previously used Options by adding custom words, select those Options.  - In the Restore 2FA wallet option, select Keep if you want to use 2FA again or Disable not to use 2FA. In this example, I chose Disable.  - Create a new password for the Wallet recovery.  - Here are the results. When reopening the wallet, 2FA will not be requested again because it has been turned off. If I understand OP correctly, he is trying to make transaction from a 2 of 2 multi-signture wallet and knows how to disable 2FA. OP said that " I can disable 2fa in the new restored wallet". The question now is how OP used the 2FA wallet as the co-singer in his 2 of 2 multi-signature wallet.

The quesion is: is this a 2fa wallet or a 2of2 wallet?.if it’s a 2fa wallet then you need nothing to restore it but the seed that yuu must have stored. If it’s a 2-2 wallet then you need both seeds to restore the wallet. Members above explained how you can restore a 2fa wallet and it sholud work but if you are talking about something else then you should provide more clarifications.

My guess is that the original 2fa wallet seed will help re-establish wallets( it works and I can disable 2fa in the new restored wallet). However for 2 of 2 restoration it requires decomposing main seed and 2fa seed or xprv, which I don't really have a clue about how to separate these stuffs.
The problem with this is, it depends on which master public key have you used as a cosigner from the 2fa wallet since there are three available there. If the first or second, there shouldn't any issue with recovery with a little bit of manual recovery process, If the third, then you'll have to ask " TrustedCoin" ( Electrum's third-party 2fa service provider) for that since they own its master private key pair. I've already read enough materials to get there. The real problem is after restoring, the new wallet still has 2fa features and cannot sign as cosigner of another 2 of 2 wallet. The current version seems no longer accept 2fa wallet in the 2 of 2 setup (I did that using ancient version, and at that time the 2fa wallet can co-sign PBST/QR code). Now whenever you load the cosigner's file it just shows sign button being disabled

This statement tells me that you're in a different scenario than the OP in the thread that I've linked. However, upon testing Electrum v3.3.6 ( and v3.3.5), your description doesn't seem to match that version's behavior. - Firstly, if you setup a 2-of-2 MultiSig, it wont let you set a "2fa" nor a "2fa-SegWit" wallet's seed as the signer nor cosigner.
- Secondly, if you've instead used one of its master public key as a cosigner, those versions will not be able to cosign a transaction created by the 2-of-2 MultiSig wallet just like in the new version.
- Thirdly, there doesn't seem to be a bug that could cause it in that version.
In case of point 2 ( the "secondly" part), you can try the method in my old reply about recovering its pair master private key to be used as the cosigner. But something tells me that there's more to this because of how you remembered things in 2019. Try that first, then reply with the result.

I cannot remember very clearly what happened in 2019. The 2 of 2 wallet I'm trying to work on: I have first seed (valid as I managed to restore other wallets), and the second xpub coincides with the first xpub of my 2fa wallet, but I cannot input the 2fa wallet phrases to restore (electrum says it doesn't accept this format in 2 of 2 restoration) . So it should be that I somehow used that 2fa wallet as cosigner in older versions in2019. I don't recall PBST very clearly. I did try restoring 2fa wallet but set a new password while disabling 2fa. The new wallet is able to transact but unable to cosign the 2of2. You'll only be needing that if you've used the master public key in " keystore 2". Because a non-disabled 2fa wallet only contains one of the two master keys that can be derived from your seed. That said, if you only need " keystore 1", you can easily get its master private key pair from the non-disabled 2fa wallet with a command. I will try your method and revert back to you shortly, but I'm not sure establish a no-password wallet is a viable option on Electrum.
As for the password, it's available in the desktop, the steps should be done on desktop since you can't use the console in the Android version. And recommended to do on an offline machine for your keys' security.

I searched for troubleshooting materials on restoring 2of 2 wallets, and it requires typing in both cosigner's seed phrases. While it worked well with other 2 of 2 wallets, it seems that 2fa format seed is no longer supported in the multi-sig restoration process.
My guess is that the original 2fa wallet seed will help re-establish wallets( it works and I can disable 2fa in the new restored wallet). However for 2 of 2 restoration it requires decomposing main seed and 2fa seed or xprv, which I don't really have a clue about how to separate these stuffs.

I find it irritatingly selfish to remove your initial questions and details for no reason. What's up with OP, I remember that he already made a reply on Feb1 saying that the solution in my reply have solved the issue but he recently deleted it. For reference to those who are looking for the description of the issue and the solution: The issue was; he used his 2FA wallet's master public key in Wallet Details' " keystore" as a cosigner of a MultiSig wallet, but that will not be able to co-sign his txns. The solution is to restore a new MultiSig wallet using its pair Master Private key that can be retrieved from the 2FA wallet using the methods in the link in my reply. ( I've edited this reply's title for better SEO visibility) Unfortunately @OP, even if you delete it, there are websites that keep an archive of bitcointalk post even if those were deleted or edited. I wont link those here to give you a bit of privacy but take note that most members know how to access those archive.
