Telegram handles can change on a whim. The only part of an account that never changes is the ID.
You can get a profile's ID with a client like plus messenger.

OP, if you want to make such reports more useful also include IDs.

Thanks @alani123, i personally did not know about the Plus Messenger App.
I wish telegram would ban scam accounts just like the way the usually ban spammers. I remember reporting several telegram accounts for scam with a link of evidence showing that the account was used for scamming but i was disappointed when nothing was done.

He has admitted to selling hacked BTCT accounts, is that bannable ?

It's not bannable but account sales are high discouraged by the community. People who involve themselves in trading accounts cannot be trusted therefore DT members leave a negative trust ratings on them.

Right now SoggyLettuce has some negative trust plus an active red flag. He won't be able to fool and scam sensible people in the forum again.
