What is if a person need money in an emergency condition and not in the situation to reach any of the 7 ATM available at NYC.

Ftfy.
If an emergency arrives, then an exchange is the only place you can visit. But what if you are visiting an exchange like Localbitcoins for the first time and that's exactly when your emergency arrives? Will Localbitcoins let you trade p2p without KYC? No, right? So in any way you are stuck and you should have cash on hands for such situations while relying on bitcoin at that time is not good.

I live in NYC and want to buy BTC p2p. My guy has been dry for the last two weeks.  Seriously need a back up lol
There are lots of sites where you can buy and sell cryptocurrency P2P, and the most popular ones I know are LocalBitcoin and Paxful.

I have also seen some people that are mentioning other platforms that are still new to me, I wouldn’t recommend sites I know nothing about. You should make use of sites that are reliable unless you are scared that you don’t want to give out any information about yourself, but you should know that when they ask for users information sometimes it’s for your own safety.

If you did not find a person that sell you a bitcoin better for you to buy in the website but the rate is higher than when you buy o2p because the rate is not just like to the website or the wallet rate. There is more suggestion that you can try to buy whst amount of bitcoin you needed just be vigilant of buying just check and ask question if that is legit.

yes you can, you can deposit your money into Huobi Global. Then you go to the OTC section and you can trade P2P with bitcoin sellers right away. Besides, you have Huobi as a middle man and this will make your transaction money safe. You can then trade your bitcoins right at Huobi, which has a high trading volume and everything is very safe. I used to trade P2P and its fee is cheaper than any exchange, much cheaper than Bisq.

Tier 0 doesn't require KYC (as per LBC terms on OCT 1 2019,not sure they made any changes or not after that). So $1000 would be enough for emergency situation when someone don't want go through KYC.But for someone who is not doing any big transactions in cryptos may not be bothered about completing KYC on trusted sites like LBC.

I would prefer LocalBitcoin on others, they have the best features but you need to be careful about the price and person. Best thing is to message him first and confirm that he is trying to do the same.
