This is your internet connection so VPN never help you i think you need coverage era, so this problem fixed in your country internet service provider.

VPN will help you with your work but it will not increase the spread of the internet. I think it's a problem with their server You can see them talking on the server.
Its the issue of ISP who doesn't provide the enough inernet speed.I also faced these years ago like when OP asked I got 100Mbps connection but actual speed will be 1Mbps.

I agree with you but I think it's because of the ISP's problem. The actual speed at the Internet connection line is 100 Mbps instead of 1 Mbps. However, this is usually the case with the modem, but the speed is slow. I also encountered this problem.

Modem is just the conversion tool so I don't think it is the reason for speed gets decreases.
