I think the only way to reduce the scams in any sector whatsoever even crypto is for the continued publicity for people to know because unscrupulous individuals will still be involved no matter how secure the space is. But with adequate publicity and notices just like as it's being done bye the shop owner in Winnipeg it tends 2 reduce the number of victims that would have initially pain been exposed.
