Problem with combining Network Consensus with expensive PoS/PoW participation requirement

The truth is that it's bad for decentralization and network safety. 

I still don't understand why people who believe in decentralization will allow that in the first place.

Why will anyone make it hard for every member of a network from participating in very important thing like consensus.
