I'm not sure we should consider this to be unprovoked. Whilst Kashmir has been contested ever since the partition, recent escalations can't really be separated from the behaviour of Modi. In his view, muslims are second-class citizens - indeed, aren't really citizens at all - and his actions to enforce this have increased in recent years.
Its not about Modi. India witnessing major turn in foreign policy when it comes to Pakistan. India as a country is fed up with its neighbor due to their continuously use of State sponsor terrorism. India is no saint and has many flows but ffs what kind of retard country use terrorism as state policy against their neihbours in the 21st century.. so props to Modi if he's doing something.
You said Second Class citizen....? well this doesn't need any detail response. Current government does have prejudice attitude towards Muslims, only retard can deny this fact but calling for "Second Class citizen type of argument" is bit bizarre IMO. Even left parties in India don't use this argument much against the Modi despite labeling him mass murderer. (Due to Gujarat riots, which has its own dark history from both sides Muslims-Hindu)

CAA (Citizen Amendment Act): It was much needed law for minorities like Hindu,Sikhs,Jains,Buddist,Christians living in Muslim majority country where Islam is a state religion (Bordering Country only) Bangladesh +Pakistan + Afghanistan. I don't need to say much about it as you might already know what happens to the minorities there. This law basically fast tracks their citizenship in India, Muslim are left out because they are already living in Islamic country. Critics use some dumb argument against this law will save it for later when someone pops up here in this thread.
NRC (National Register of Citizens): Very important law but I have my reservation on this due to many reasons, again not going into details so keeping things short ; Tough to implement such law in country like India where poor people don't have any sort of proof of identity etc. And may be, may be it could be use against Muslims but Indian democratic and secular values are very strong so i am not even worried about it. Gov accepted that they didn't had any plan to implement this anyway.
PS : I assure you its not detail, left out many things. I don't like word Secular in Indian context anymore as Left Wing is making joke out of it. They are supporting every illegal activities of Fringe individuals from Muslims community in form of secularism, which is pathetic to witness for every sane person no matter who you are. One of the many reason why Majority of Hindus and other minorities supports Modi and his party.
I think it's a bit of a stretch to consider PoK to be the belligerent party here. The inclusion of PoK in Indian weather reports isn't trivial against the backdrop of what Modi is doing to Kashmir and to India in general.
Okay i take your use of this term "POK" as a indication that you don't know much about India-Pakistan or don't have any remote idea of what Kashmir problem is? let alone its history or may be you are Indian?
For future reference or take it as friendly advice. POK stands for Pakistan occupied Kashmir.
- If you want to criticize India by taking Pakistan side then never use this term "POK" instead you can use Azad kashmir" ** Azad=Free
- If you are neutral then use terms like " Pakistan Administrator Kashmir and Indian Administrator Kashmir" for both sides of Kashmir.
It's pretty clear that he sees all of Kashmir as Indian.

Not Modi or his party but every party in India (Left-Center-Right) including every Indian citizen believes the same and not due to propaganda but written agreement in between ruling Maharaja of the princely state of J&K Maharaja Hari Singh and Indian Gov. that's why everyone stood behind Modi when he revoked the controversial Artical 370 overnight. His critics has some reservation on how it was implemented, that's it... period.
