During the era of ICOs, some were able to give their investors good money while a whole lot scammed their investors; it was a different thing altogether because nowadays everything has changed, investors are now wiser than before. About this Fluency bank project, i guess it is a blockchain banking platform (I stand to be corrected) and to the best of my knowledge I don't think I have come across any with such prospect that is standing till day or maybe am not paying attention to that aspect anymore. Many projects that claimed to offer one financial services or the other ended up being scams, however this might be an exemption, who knows. Lastly, since I don't know much about it, I would only say, that you be careful and make your research well so as not to invest because of hype and ends up losing.
