We have an API tool for IPFS that produces bandwidth. We would like to create a Proof-of-Bandwidth cryptocurrency with a client application that's connected to IPFS and contributes to the network and earns rewards to the contributor that way. So it would like mine the coin through contributing bandwidth to a live streaming protocol through the IPFS network. Do you or do you know anyone who knows how to code something like this?

Bandwidth is the rate that a network transfers data. A decentralized P2P network like IPFS creates its own bandwidth. In addition we have an API tool that improves the speed of IPFS. This means that with a Proof-of-Bandwidth consensus the coin would have value backed by bandwidth which can be produced or "mined" like a commodity.

Two questions, how to verify someone (who runs a node) have certain amount of bandwidth and ensure someone uses all of his bandwidth?

Here's a paper
