I asked for webmoney in exchange of btc in this forum, he messaged me in pm and gave his telegram, after i contacted, and paid 15$ btc for webmoney he cleared chat logs.  But i have saved the logs before he deleted.

@moderator @admin here is the proof, kindly ban these scammer.

usually i go through user's profile before deal, but this was small amount so i neglected it. He has self-moderated topic and deleted user's comments.
He must be a poor nigerian prince for scamming mere 15$.

He has also created topics here exposing other scammers, but he is a scammer.

Well then, now you know that we have very desperate scammers here who can even scam 1 USD

The purpose of trust flags and negative feedback is to warn members about an identified or potential scammer. If you ignore them, then it defeats their intended purpose.
Scammers can not be banned since that is not the work of the mods as per the forum moderation policy.

I'm personally not opening that zip file, the forum has sort of made me paranoid of certain stuff, but if anyone feels like checking the conversations and the user did, as it looks like, scam for 15$, you could create a type 3 flag.

That particular user does already have one and a -4 negative trust... I'm not going to say that it was your fault that you got scammed, because it's the scammers' fault, but in the future, even when dealing with small amounts, do all your due diligences and at least check the users' trust feedback. Other flags may go unnoticed by new members, but at least the feedback is pretty straightforward
