Hello I need a crypto messenger chat App ,developed for Android and iOS with admin panel. Something like tik tok with crypto wallet. Users can send , receive deposit and withdraw crypto . If you have a ready-made please share it with me ( demo ) and it will be a bonus. my budget is $300 to $1000 . I will pay with bitcoin

I think you can just use Telegram app with installation of few bots that can act as wallets for Bitcoin and other major coins.
That would be much cheaper than creating brand new app and getting new users to sign-up all over again.
Most people have Telegram and it works on all platforms, Android, iOS and desktop.

Is this admin panel for group/channel owners? Another alternative would be Status or Sylo. Basically, there are a lot of apps (albeit Ethereum-based or limited to only two or three chains) that can fulfill your needs unless by admin panel you mean something like controlling the whole network.

I have worked on this before and i can give you a tiktok like app with wallet integrations however your budget is quite low because of the wallet features involved and you are yet to mention the usefulness of the crypto in the app.
