You are running a really old version of Electrum which might be part of the reason why you have such a problem. Download the latest version (4.0.5) from here. You should also verify the installation file before launching it.

Avoid clicking on any links that appear in that wallet, or any recommendations to update or any recommendation to solve that problem.
Check again that your computer is clean and does not contain viruses, and then download from https://electrum.org/#download doable check the URL and verifying the signature.

extra tip: save your wallet seed and avoid use it on online software.
