Money/crypto stolen from CEX.IO account! 2FA not working!

My brother was stupid and allowed somebody to login to cex.io account and that man stolen all money from that account, he (my brother) is main problem here but why cex.io allowed this transactions, why ONLY IN THIS CASE they not sent SMS and e-mail for withdrawal confirmation? How this can be possible? How somebody from other side of planet can login to account and do some transactions without any confirmation of main user (my brother) but when my brother do some transaction he always must confirm it with email/sms!!!!???

In cex.io logs he has this:
User has checked notification on crypto deposit/withdrawal

What this mean? Is this mean that he disabled sms/email notifications? But if this mean that how he can do it without any warning for my brother (email/sms)?

Also in cex.io logs he has this:
Withdrawal Pin Code was successfully set.

I know what this mean but again HOW HE CAN SET Withdrawal Pin WITHOUT email/sms warning and confirmation??

From this case I can see that cex.io 2FA is NOTHING, they don`t have secure system, if somebody on some way gain access to your account he can stole your money without actions from your side even if you have enabled 2FA !!!

No one can explain this story, CEX.IO account is central, try to communicate with the support team and they may give you more accurate answers.

In general, I can give you the following advice:

  - Any information you provide about your account may cause such hacks as your location, real name, residential address, etc.
  - If the person gives information that enables another party to access the account, the opportunity to withdraw funds without notifications is high.
  - CEX.IO system may have some bugs.
