Google will not filter/selecting a phishing sites, if they got paid from the fraudsters they will shown it on the top search result. They only shutdown the sites whenever they got many report from people. And then they will repeat it again from the beginning.

Use mozilla or Tor, https only, ad block will protect you from this kind cases.
