According to the CA Gov in that link the purpose of the regulation changes is antimoney laundering and anti terrorist activity. 

I didn't dig in to the full details but if it follows the usual regulatory guidelines chances are any transfers under 10k(theres a time window attached to this)  are not reported to the RCMP so small traders shouldn't be affected.  Above 10k expect a phone call.  BTW once the RCMP know what you are doing and you have had your phone call don't expect another it simple means the account is now simply being watched for anything suspicious.

So the few Canadian exchanges prob hand over the KYC to Fintac now.   

Crypto is already taxed for capital gains in Canada.

About bitcoins and Canada, we know they have some serious rules since a long time ago, we see how they force Just-Dice to stop using bitcoin, they had to migrate to Clamcoin after that, but the casino and his founds was at a big risk for a moment. So, Canada isn't the best place to move bitcoins nowadays, the best option will be El Salvador once they make from bitcoin a legal coin.

I don't think Canada did anything to Just-Dice, the owner and operator just decided to stop using bitcoin because he was unsure of how to handle the bitcoins knowing that he is located in Canada.

Had he been located in another jurisdiction, such as the north pole, or south pole, or the moon, or some asteroid floating in space ... or more realistically some floating boat in international waters, things may have been different.

I'm number 7 in JD, so was around during most of it's early days.
