So basically i am collaborating on a project that has enough community support, but not enough funding.

There could be an ICO sale and it would be easy to raise the funds, but we would prefer to raise privately, from well funded investors who can provide additional capital in terms of locking liquidity.

But where does one find those "investors"? Any suggestions?

Basically you are looking for VCs. Unfortunately you will not find any here. VCs and Angel investors need to be contacted privately and best if they contact you first. I am still waiting to see any of them have their representatives come to this forum.

You can start off the development by your own funding. Then market the MVP to gain the attention from private investors. You will have a better chance to get attention if you get a paid article out in the niche crypto media sites. Pitch about the community support and they should show interest in it.

Make sure you have a proper social media setup and team profile linked accounts set up. VCs check these carefully before taking any step, like any investor.

In order to get in contact with investors, firstly you need to get in touch with some advisors. Advisors are people dedicated to spread the word about any project to a group of investors. Advisors could be from any country (you can hire them depending on your needs) and are useful to start to get in contant with great investors for your project.
I recommend you to go to webpages like Icobench, where you can find so many advisors related to several topics.

It's hard to get investors to commit funds to an idea. If you need investors first get your MVP ready and have a strong team then, you can think of looking for investors.

My previous job on a startup project was to find investors/partners who will use and integrate our product to there own business. This is my advice, Go to linkedin and connect to as many as possible crypto involved people out there then try to message them about your project then offer to refer it there own project to collaborate. Give some incentive whoever who will successfully deliver an investor. Linkedin is the best place to find and connect real investors.

You should look at how Binance was able to create funding by offering their own token that was utilized by their service.  It's a pretty genius idea that made the founders hundreds of millions of dollars.  After the ICO wasteland that has been left behind back in 2016-2017, it would be pretty hard to find anyone willing to participate these days.  At the very least you would need a working product to show and a model to profitability.  Otherwise people will just assume that your project is a scam even if it is legitimate and your intentions are good.

You will not find it hard to look for investors if you have something worth investing in and your project has a huge potential in the market, investors keep looking for the next big thing, and they want to be an early bird, you can do an ICO provided that the team is transparent and can communicate with the community.

The best thing you can honestly do is build your product and use media for leverage. Stop worrying about finding investors for things right now.
Build your product, keep building it, new releases, make it the best.
People will notice, you think they wont?
If you leverage FREE modern internet media, they will absolutely notice.

Pitch your project by emailing the individuals you wanted to support your project. Probably the popular people in crypto. You need marketing as well so you need names that are popular that can be added to your website. If the network you chosen is ETH then Vitalik could be one of these people. Rejection could be embarrassing but that's how things are but if you're confident of your project, rewards will also be enormous.

Good day.
Describe the essence of your project in several sentences (without details and details). If the idea works for blockchain and cryptocurrencies, I can help you with investments.
