You might have a hard time finding someone to buy that from you. Two things, it's either you'll scam or you'll get scammed.  PayPal transactions are reversible and you might have trouble there and at the same time, you might also cause trouble to anyone.
So, the best thing is to bear the fees or wait until sometime for the fees to calm down and do that transaction.

Use P2P exchanges like Localcoin swap (localcoinswap.com). They do not require mandatory KYC verification for now in order for you to carry out your trades and I can see they even support USDC (ERC20)
Which Korea are you in. The Republic of Korea or The Democratic People's Republic of Korea?

Why not exchange USDC to PayPal instead of selling the wallet file, according to the agreement, you are willing to bear the gas fees and the price is much lower than the USDC value, so why are the seeds sold?

So, the best thing is to bear the fees or wait until sometime for the fees to calm down and do that transaction.
Most likely, wallet seed linked to a fast bot that will withdraw the gas fees when you deposit ETH and will reverse the PayPal transaction. This scam may work and make a few dollars, but is this worth?

It's not worth it at all.
OP can do it on her own if that's what she has to do. It's best to make some alternative ways of exchanging that without even dealing with somebody that might scam her or her to scam them.

Will you really send the seed phrases file? Then, the buyer logs into the wallet using the seed phrases you sent him. It becomes clear that the wallet does not contain fees, so he deposits enough ETH fees to be able to withdraw the tokens inside the wallet and then finds that the malicious script or smart contract of the wallet has drained all the fees that he deposited. This is an old trick, OP, and if it is not a trick, then why do you not send the $56 USDC directly to the buyer without sending him the seed phrase, and even to the point that you live in Korea and it is costly and hard to cash out, this is also a lie.

I advise everyone to be careful of this member.

That's true.
And for OP, if she didn't do any transaction to anybody here, that's nice and she have to find out herself on how she's going to do this. She has to remember that most of us are struggling because of the fees and there's no way out here at the moment but to be patient and wait.s

Bitcoin fees are insanely high, but you can easily confirm the transaction with a fee of 30 gwei, which is approximately $2. The fees are not a problem as much as scam attempting.
If the transaction fees are reduced, the transaction can be confirmed with less than $1.5 and an acceptable delay.

Although it's starting to decrease but that's still high compared to the gwei of Ethereum transactions. Anyway, OP do you have any update on what has happened to you and this deal that you're trying to work on?
It seems that we're just discussing of what you can do and how it went for you but we don't know actually how it ended up.
