Which is the best Platform to develop a Gambling game Dapp?

Which one is most popular and has lowest Gas fees? we all know a low Gas fee is most important next to the guaranteed randomness of the game results. It would be very much appreciated if a Developer who is voting if he could give his reasoning for his vote.

I am doing this Poll as I am a noob regarding Dapps and smart contracts but I have many games and maybe I should let develop a Dapp for one of my games.
