I think that so far all the restrictions relate mainly to new users and operations with the ruble, for example, how they did Kuna, WhiteBit and exchanges CEX.io restrictions have already been announced for users from Russia and Belarus, and on Cex.io and for citizens of Ukraine, but these restrictions relate to the prohibition of registration of new users from Russia, as well as the possibility of input and output and trading for rubles, the restrictions will not affect users who have passed KYC and are not on the sanctions lists (at least for WhiteBit)
In CEX.io they stated that the restrictions apply exclusively to new users (registration, deposit creation and trading are closed). For customers from Ukraine with accounts older than two months, as well as for customers from Russia and Belarus with accounts older than four months, the service is available in full.
