Looking for developer(s) to update an old coin, possibly to do smart contracts and other things. Where do I go about doing that, any ideas on cost, etc?

Why would you want to build back up an old coin.  Why not just start a new one you are probably better off.  Trying to revive an old coin from scratch is usually very hard to do.  Cost will vary but be careful to not get scammed by anyone in the process.

Just be careful though if you received PM's specially for newbies. And I also advise you to filter out those developers that are going to apply for the position, as you have said, you might be scam here. I don't have any idea about the cost though, but just like any other startup, you need some capital to begin with. Best of luck.

Look for developers in the Service section if you'll pay in bitcoin. Another good section to spot is also the Project Development in the forum. If you still can't see that then just go to freelancer websites and have those developers go into your thread with the same posting.
The cost of it varies on the experience of the developer. But, I am sure that this isn't going to be as cheap as some might be thinking since it's a task and skill that's in demand and needs technical knowledge.

So, your intention to replace the consensus that used by the old coin into the new consensus that is massively used now? Why don't you try to learn from what already done by ethereum POS merge? this will give you a small insight about what must be done first. The fact that changing the consensus means you shall implement the new code. I think that ethereum POS implementation proposal can give you best answer for that

Your idea about revitalizing an old coin is not the best, there are plenty of reasons for that.

as far as I can see, you don't have much experience or specific (developer) qualifications. you can hire someone to do it for you, but that is not enough, over time you will need to upgrade, and fix some bugs and there is a big possibility that you won't be able to get to the same developer, but you will have to look for someone new. all this seriously complicates and makes the whole thing more expensive.

Also about a potential scam, are you sure that the previous creator of this coin did not deceive anyone? everyone will associate old problems with that coin, no matter what you start from the beginning. there were no good things because that coin would not be where it is now and it would not need a restart.
