The video you have seen on Youtube is totally fake and is work of fiction created by Youtubers to entertain the public. Those videos demonstrate the ability of the creators who have created such piece of art. Their intention to create those videos is to entertain the public and earn revenue form Youtube AdSense program. The police official might know about the videos and that's why they are not taking any actions against such things because in reality none of those exist.

Don't just blindly trust such videos and do deep research before getting to any conclusion. The creators mostly love the idea of creating something that has the element of horror in it so that the audience would love to watch it and share it with their friends and loved ones. If we blindly trust those videos then we may develop fear in our hearts and which isn't a good thing my friend.

those videos are of homeless and people on drugs..(occasional prostitute)
being homeless or on drugs is not a crime.

the cops only go after dealers and pimps (and squatters rarely, as that involves the court system)

that's how you imagine it to be but read the story I linked above.

Lacey’s City Council joined them on June 13, unanimously passing a law allowing cops to fine people up to $1,000 or sentence them to jail for 90 days for camping in public places if there’s a shelter bed available locally.

so lets say they get fined $1000 instead of 90 days in jail. when they don't pay that money they REALLY become a criminal because then an arrest warrant might be issued for them. So then the cops will out scouting the streets for some homeless person to lock up. either way they're going to end up in jail.

Without watching the video, I am sure that it is a montage by some YouTubers to earn more money.
