It doesn't matter which domain name they use, in the past I have this hate for any websites or platform with names like .biz and others, I only trust dot com and dot org but later I found out that it doesn't always matter.

A well funded scammer can decide to spend good amount of money on .com website and still scam a lot of people, this should not be your way of avoid scam projects and casinos, you will hurt yourself if care is not taken, it's like trusting the name instead of looking up into the team. Which is better to bet on? The name or who the teams are? I know this advice is out of gambling but there isn't much of a difference.

If you want to know more about a casino you need to find reviews online and information about how long the casino has been in business, the reputation built over time is the most important part when doing research on a casino.

the ICANN i think also has all the data of those people not just the registrar. those hosting and registrar are also into business so they will allow renewals and all until authorities will contact them.
They surely has the data of the clients but most of the data that they get is fake data as most of such shady businesses use fake KYC details to begin their shady business.

I remember back when I was still part of Unijoin sig campaign and we found some clones that were posing as the original site and when we contacted the registrar about the site; it turned out that they had no idea that those sites were phishing sites and that’s should also be true for shady casino sites— it’s possible that the hosting site has no idea about what is going on or what they are doing to their customers so unless someone creates an actual report against them they won’t be able to do anything.
It means that anyone can register a site on some domain provider's and they won't know anything about the customers even if they are the shady ones. I believe you're right the case can be true for the shady casinos but it's strange that the domain name providers allow such sites to exist, but it's also not their fault as they can't check each and every user who register domain via such sites.

As far as I know, the shady hosting provider just wants to get your money without thinking about what are you doing. they will provide the services whatever you want if you put a lot of money on their table. so we don't be surprised if today we can easy fund a lot of scam or phishing sites that are circulating out there without any clear supervision from the institution.
You're actually right, I also thought that and yes money plays very important role for such hosting providers who allow such sites to host their data on their servers. I have also noticed that such hosts may get some legal problems in future but it's still not going to happen anytime soon. If we look at the hosts or sites that allow unlimited file sharing then we can see many copyrighted material on those sites but out of 100 only few get seized by authorities.

If there are valid cases then you can contact them through their contact page and present evidence of the violation
https://internetbs.net/en/contact.html

No domain is immune or protected from cancellation the complainant should just present their evidences of abuse properly
I'm quite sure that many people who have information about internetbs.net and they know how to contact them might have tried their best to report sites like the ones mentioned in OP but still such sites never get down. I believe the domain provider might allow some premium members to be immune from any such reports.
