I am looking for a wallet generator with which I can not only get a private key but also the 12 or 24 words and ideally bip39 function. I want to search addresses similar to Vanitygen but so that I can use the 12 words in a mobile wallet or on the pc and have full access. Is there anything like this?

You want a vanitygen (customized) address and also you want the address to be among the address listed with BIP39 seed phrase. That is you want the BIP39 seed phrase to also generate the customized address? No tool to do that. You can still securely backup the private key of a vanitygen address securely offline encrypted in two or three memory cards or USB sticks.

You may use the stand-alone offline BIP-39 generator , but vanity addresses you want, more likely, will  lurk in  derivation paths. Thus,  it will take time for finding them manually via search.  

However the script of this generator is open source and you can modify it a bit by including parser to find the vanity-alike addresses in automated way.

Manually? I do not think he will find it at all. He will need a tool that can generates the BIP39 seed phrase, the keys and the address like the incoleman that you mentioned, but also search for customized addresses among more than billions of generated addresses. That will have to be automatic.

Also that it is worth knowing to use it on an airgapped device for security reasons.

Please do not modify codes that you are unfamiliar with, especially if you do not understand the codes fully. Note that it would be more resource intensive than your vanilla vanity search and it would take a lot longer and likely you would only have one address with the vanity that you are looking for; the more vanity addresses in the same seed would require exponentially (or quadratic complexity?) larger search space. It would be unwise to vary the derivation path or index beyond the standard.

If you are conversant with how BIP39 generation works, you can build a simple python script which generates valid combinations of your BIP39 seeds and checks the prefix for any matches. Of course, keeping in mind your security concerns, ie. data leakage, entropy generation etc.

There is a bit of an oddity in your question. Do you mean searching for a mnemonic that starts with certain word(s) like vanitygen does to addresses or actually deriving a single child address that starts with certain characters?
There is no tool for the former and it is not efficient or useful to make one for the later.

What exactly is your goal here? Why not use a simple mnemonic generated by the usual deterministic wallets? You can use that on your "mobile and PC with full access"...

I think he wanna kill two birds with one stone, i.e. have a vanity address and , at the same time, the backup of his vanity via SEED.

In my view the vanity address, in and of itself,  is bad concept for the personal stash as it destroys privacy of that stash.

Thus, as being said,  the usual deterministic wallet would be a  rocking one.

On the surface it appears that you are asking for two different things. Since on the one hand, you ask for Vanitygen or a similar address generator, but on the other, you want it to generate seed phrases.

However, if you mean a vanity generator that generates the mnemonic phrase as well as the private key to derive it, isn't that going to be very slow? Assuming you use the default derivation path, you are essentially looking at doing m/44'(or 84' for segwit bech32)/0'/0'/0/0 and checking the first addresses beginning base58 instead of just a private key generation and Hash160, which is going to be very slow as there are at least 6 HMAC-SHA512's involved in this derivation.
