Non state actors includes Individuals, mobs, militants group, Anti government insurgent etc
Non state actors are getting into politics and they're very good tools that politicians use in getting to power
The dangers is that these are people with extremist view of things
In third world countries like Nigeria kidnapers, militants etc have walked their ways into politics and in some cases have been appointed into political offices as a way of saying thank you for supporting me the during elections
And these people have become so powerful that they have allot of influence on the government that some of their extremist agendas are carried out without them being been held accountable
This is a time bomb waiting to explode
Sadly, this thing you are talking about is a well documented phenomenon which happens in many developing countries, specially in Africa and Latin America.
Here in my country, the government favors the irregular combatants and guerillas of the left political spectrum, to the point of getting those combatants members into the police, the army and in public positions of power, for the sake of keeping population under control and crushing all opposition.
In Spanish we call them "grupos de choque" /shock groups, they operate at the edge of the legality, since they do not actually exist in the eyes of the law, but because of their political affiliation the people in power turn a blind eye on the violence and chaos the sow.
It is a very antidemocratic behavior which is only used by administrations which do not have any actual intention to leave power peacefully, otherwise they would not resort to violence to deal with opposition. It is the depressing reality of many regimes, it is a book tactic which is so effective and widespread, it is unlikely it will ever disappear from the world of politics in developing countries.
