I don't have any idear what an "icloud clear" is, but if you only have access to the gui of your website, and not to any hosting admin panel, (s)ftp, mysql, postgresql,... you are basically unable to hire a new dev to finish your project. Make 100% sure you don't have an email somewhere pointing to a hosting panel, or (s)ftp credentials, mysql credentials,... laying around somewhere. Make sure there's no place where you can see the actual sourcecode.
You will need to contact your old dev and ask him for the sourcecode (including the schema of the relational database) before you can hire somebody else. The only thing a new dev could do now is completely clone your website from scratch. Wether or not this is a good idear depends on the code quality of your old dev, and without the sourcecode it's impossible to asses this.
A second thing i wonder: if you only have access to the gui of your website (and not to the hosting panel), who owns your domain name??? If it's your old dev, you're really in a very bad situation... This means that a new dev could clone your website, but he'd never be able to use the existing domain name (unless the old dev would transfer the name, or at least change the dns records to point to a new webhost)
My advice would be to contact your old dev (if possible). Wether or not he'll give you your sourcecode is an open question... I have no idear why you want to switch devs... Is the old one suddenly unavailable, did you have a fight with him, or did your agreement just ran out and you're looking for somebody new?
