few question regarding my website?

Depends, but impossible to say with the amount of information you've given.

I can only assume you're talking about a website that has been developed for you, and i'm going to answer under this assumption.

Are you paying for the hosting? Do you have an account to physically access the scripts your (old) developer wrote, do you have an admin account to the relational database (if one is used)?

If you are able to download the scripts and create a dump of the relational database, you can probably hire a different dev. If you just have an account to the user interface of your website, you're out of luck... You should probably contact your old developer and ask him/her for the scripts and a dump of the database. Whenever i develop something for someone, i always try to make sure to send them a dump of the sourcecode and the schema of the relational database for each major release, since you (the client) are actually footing the bill, so i personally believe you should hold on to a copy of the sourcecode just in case something happens to me.

Do realize that (for a dev), it isn't always that pleasant, easy (or cheap) to take over a third party project.

I don't have any idear what an "icloud clear" is, but if you only have access to the gui of your website, and not to any hosting admin panel, (s)ftp, mysql, postgresql,... you are basically unable to hire a new dev to finish your project. Make 100% sure you don't have an email somewhere pointing to a hosting panel, or (s)ftp credentials, mysql credentials,... laying around somewhere. Make sure there's no place where you can see the actual sourcecode.

You will need to contact your old dev and ask him for the sourcecode (including the schema of the relational database) before you can hire somebody else. The only thing a new dev could do now is completely clone your website from scratch. Wether or not this is a good idear depends on the code quality of your old dev, and without the sourcecode it's impossible to asses this.

A second thing i wonder: if you only have access to the gui of your website (and not to the hosting panel), who owns your domain name??? If it's your old dev, you're really in a very bad situation... This means that a new dev could clone your website, but he'd never be able to use the existing domain name (unless the old dev would transfer the name, or at least change the dns records to point to a new webhost)

My advice would be to contact your old dev (if possible). Wether or not he'll give you your sourcecode is an open question... I have no idear why you want to switch devs... Is the old one suddenly unavailable, did you have a fight with him, or did your agreement just ran out and you're looking for somebody new?

If you don't own the domain and the server, it is a matter of time before your admin access is dissolved because you are not the owner of the site where you are the admin. Ownership of the domain and the host differs from admin access to the script.

You cannot continue running your site. It's better to create another one where you are the owner of the domain, the host, the script license, and a copy of the script's documentation. You can turn it over to a new developer if the developer leaves.

You have provided really little information to understand who actually owns the site and under what conditions. Having only access to the admin panel of any site is very little, but for the operation of the site itself, the main thing is the server on which it works and the domain name to which it is registered. If you do not have access to the hosting company serving your site, you will not be able to continue the domain name registration after the registration period has expired, and you will also not be able to pay for the hosting services for the server itself, and after its term expires, the hosting company will disconnect it . Also, in order to configure the site and the correct operation of its components, it is sometimes necessary to configure the server itself, especially when updating or adding new functions, and for this you need to have access to the admin panel of the site management on the hosting that serves the site. Simply having access to the admin panel with site management is very little and such access is also different. He can have the rights of a super administrator, or he can have the rights of a moderator or just an administrator with privileges that differ with access to certain functions with site management and may be limited to the functions that the super administrator has.
