It is very right in my opinion even if there are no restrictions because the OP is not the first person to have done this without any complaints. This is a reputation section and it's open for everybody and cases may be independent, so it mustn't always be how people want it for everybody. Calling out some specific cases like this in a newly opened thread makes it better readable and attracts more readers than lumping it in one thread, so why the section when indirectly creating a subsection?
I only hope the OP can be more explanatory next time, if not for the BSC addresses, I found it difficult to understand what he was even saying. And I wonder why he used a new account to allege someone of alts. He doesn't seem to be a new member here in all sense of reasoning.
We are talking about the specific thread rules for multi account report not the general reputation board. I never said that this scam accusation of OP is not valid here. The suggested thread to report this just have a rules that forbids newbie user to report.
It’s not possible for the OP to post in there since that thread doesn’t allow newbie to post a report until they rank up to member. They can just post the link of this thread on that investigation thread as reference for his report.

However, BitcoinGirl.Club is right. There is a separate thread for publishing alternative accounts. But do you believe that the OP is a new member? His conclusion about alts says that he is afraid to write from his main account; otherwise, how can a beginner understand all the forum rules? Imagine that everyone who finds alt accounts will create a separate topic. What will happen in this case? OP, are you so cowardly and unsure of your conclusions that you can’t write such things from your main account?
I totally agree to this. I really doubt that a newbie will start to investigate right after he create an account here in the forum.
