This is simply disgusting. And it has been going on for quite a while. It makes you wonder how much of this kind of thing has been going on in various American Child Protective Service Agencies.
I understand that concerned workers at these agencies may be hugging poor, crying children to support the kids rather than harm them. And photos of kids who are injured might be necessary so that doctors can diagnose... there are not enough doctors to go around. But without strict control, some of this can be turned into sexual assaults on the kids.

"Multiple" employees at facilities operated by Southwest Key took part in the abuse, the Justice Department stated in a press release. The "severe or pervasive" abuse included "sexual contact and inappropriate touching, solicitation of sex acts, solicitation of nude photos, entreaties for inappropriate relationships and sexual comments," the statement claimed.
