I am after a site similar to Agora to  buy btc monero buy/sell no KYC, and where I don't need to download an app on my os to use the site . I have checked out  https://kycnot.me/, appears all need download for no KYC. Thanks in advance.

The apps for Bisq and Haveno are not difficult to use. The only problem would be if you only have a mobile device and don’t have a desktop. In that scenario, I don’t know of any p2p exchanges where you can trade through a website only instead of an app.

The question is what do you consider KYC?

https://localcoinswap.com needs a phone for SMS and an email address.
Both of which (at least where I am) you can get in a way that really does not trace back to you.
Depending on where you are in the world that might not be the case.

But, for the most part I don't think of those things as KYC.

Keep in mind, unless you are doing a F2F cash transaction, the person you are buying from or selling to will still need some info from you.

Try with Noones.com, I know they have monero listed, you can use web app, and it works similar like AgoraDesk, but note that there are several tiers so it's not totally without verification and limits.
Robosats can also be used in Tor browser so you don'0t need to download anything, and I think they monero.
HavenoDex is another p2p exchange that supports monero, and it is forked from Bisq exchange, but you have to download the app.

Why do you fear downloading an app? Even the browser you are using to visit those sites is an app, so to me, it doesn't make sense when you try to "avoid" apps.
Anyway, let me suggest you try out Robosats (https://dex.robosats.com) but it's recommended you use the Tor Browser and Onion domain if you are really into privacy and guess what? You have to download Tor browser, which is also an app

I don't see monero at noones.com, I see only 3 to choose from:
bitcoin
tether
usd coin

I clicked buy icon up top on robosats site. From what I can tell robosats appears to be market where you buy hard cash (currency) with crypto or with other method like:
wechat pay,
revolut,
cash app,
zelle,
strike,
instant sera,
interace-transfer,
wise,
all the above were listed on robosats under 'pay with method' section when I selected Buy. There is only one monero icon under the heading paymenth method in otherwords the user lets you buy usa currency with monero. Not the other way around.  I am trying to buy monero with cash.

After I signed up for localcoinswap I did not see monero there  and it was not as prolific site as Agora was and I got an error signing back in
