At first glance, I don't understand what a foreign government has to do with an hurricane hitting the United States, so I will assume you mean people from the USA should ask for help to the Kremlin to rebuild their homes and communities.
Again, it sounds to me all of those talking points are narratives are rather pro-Russian propaganda, to claim the government of the USA is worse when compared to Russia.
As if people willingly forgets there are serious human right violations in Russia and a lack of freedom of speech there, not even mention how people who are not heterosexual mistreated there, many becoming asylum seekers in Europe.

The current Russian government is against many of the fundamental values on what the USA stands for.

Should people in the US ask for help from outside the US? That's up to them.

If the US won't help, but Russia will, where is the propaganda? There is only the reality of help... even if it comes from Russia.

In the case listed in the OP, the request for help from Russia seems to be the thing that prompted the US to help. Russian help didn't help, except by existing... in the case as it was listed in the OP.

The US is a private property country. Part of the private property is the right to contract.

I know the OP was only joking and probably mocking the United States over the unfortunate hurricane disaster, else he cannot say Russia should come to the aid of the United States over the hurricane. At first, it is important to establish that it is highly impossible for the United States government to seek the support of the Russian government over the hurricane damages of its structures and properties. The United State's government already have an agency which is called FEMA or Federal Emergency Management Agency, in charge of the post disaster reconstructions and recoveries together with the state and the local governments that mainly handle such situations that are regarded as domestic issues.

You don't expect the United States of America to go seek for aid from the Russian government over its domestic affairs being it directly or indirectly especially in the heat of their differences. Although we've seen the United States accepting international assistance during the Hurricane Katrina season in 2005, however this was done with countries that share good relationships with the United States such as Mexico and Canada including the European Union who provided the US with humanitarian aids and relief materials back then.

What I mentioned above was something of the past, we do not necessarily expect the United States to accept international humanitarian aids like in the past as they now have more measures taken as well as stronger financial capacity to handle their domestic affairs which will include them using their local expertise and understanding of safety standards specifics and building codes to protect their assets against the damages of the hurricane.

Maybe Putin DOES deserve the worst, but we don't know it. Evidence?

Current evidence seems to show that Putin is the only thing that is keeping the world out of a big fat formal WW3. If Medvedev were in power, we would have had WW3 a couple of years ago at least.

The video in the original post told the story of a mayor in the United States who was asking for assistance from the Federal government. His town had an infrastructural problem and wanted the central government to intervene and reconstruct it. The Major asked for assistance two times and was turned down so the Mayor decided to seek assistance from Russia. This was a period when the Cold War between both nations was at its peak. The Major wrote a letter to Russia asking for assistance in building the infrastructure and Russia made it a piece of headline news. Feeling embarrassed the US government immediately built the facility.     

OP might be insinuating the US hurricane victims are not getting the right attention from the government. Maybe if they request support or assistance for Putin, Biden might feel embarrassed and give them what they need.

My question is: Are the hurricane victims not getting the needed support from the United States government?

The story from the link is clear, since the home country government couldn't see reasons to come to the community plight in reinstating their broken bridge after a twice appeal they had no other choice but to seek for foreign aids to help them build their broken abandoned bridge. Unfortunately, the community mayor had to seek this aid from the doors of their arc enemy probably a way to mock and ridicule his government for refusing to attend to their horror.

Narrowing this to the hurricane milton disaster in Florida US there's no indication that the people of Florida are being neglected or not giving the necessary aides by their government. An attitude I think the US government can't afford to exercise at this time.

Look at the facts. The Bolshevik Revolution was financed by the West. Part of the reason for Stalin killing so many of his people was to keep people like the CIA and the financiers out of Russia. The Ukraine war was started by the US working through Ukraine in 2014 and before. Nations who joined Russia did so voluntarily, even though there are many people in these nations that don't like the Russian government. Check out the history.
