That article also said that,

Quote

In conditions of limited access to traditional international payment systems for countries under sanctions, cryptocurrencies are becoming virtually the only instrument for international trade.

That truly describes what has been posted in BitcoinTalk. That Bitcoin - with its design decisions made by the Core Developers - can and will weaken political strongholds.

  ¯\_(ツ)_/¯

Kudos to that Russian Lawmaker. I'm confident that he has been doing his own research and may have developed a deeper understanding about Bitcoin than most of our fellow plebs in  the forum. Cool

I'm sure Russian politicians know very well what BTC is because they use it to launder money and take money out of the country. A question for you and everyone else who sees something spectacular in this bill - how many times in the last 5 years have you read that Russia is preparing to do this or that when it comes to cryptocurrencies?

People die, people suffer repression and are getting poorer and poorer - and at the same time their politicians approved as much as 8% of GDP for the military budget - because they have to defend themselves from Nazism, which threatens them again like 80 years ago...

Trying to play devil's advocate here, could Bitcoin be the de-facto currency of the "criminals"? Lips sealed

Never, because Bitcoin has fundamental privacy flaws. That's why they all use Monero instead. Except for the stupid ones that is. But anyway, that is a good thing. The state is not supposed to be able to prevent people from having money.
