Given that the only reason that countries tend to ban gambling are usually religion related, it might be a bit hypocritical if they were to allow universities or educational centers to teach people on the topic. Not sure they could justify a "we claim God doesn't allow it, but we'll teach you how to do it if you want to practice it elsewhere". However it's possible they can do things to work around this, if you think that let's say 70 or even 90% of what's required to run a business is universal, they could teach that and then students might do a "finishing course" in a different country that specializes in the gambling industry. I'm not sure any educational institution would want to get involved in this area in conservative countries though and the leadership are often staunch supporters of government policies.

I hope you know that gambling and probability of winning are been taught on stats. There are some borrow course I don't one time from department of math's and stat, at a point it was as if we were studying gambling, equations and applications but in the end, they are mandatory things you learn about application of Mathematics and not really the way you gamble that we put money but gambling about experiences, you will be given assignment for it.

I believe this is thought in every other places where gambling are been ban but since they are not practical application of gambling for people to make money, it will remain. I don't see any reason for an institution trying to teach people something that isn't even available in their country or region because no one would be interested in that in general unless they know that there are casinos, maybe online ones, that are running secretly and the government doesn't know and those who study casino management can start their own but that is going to be illegal, of course, since the government has banned gambling and casinos as a whole.

Someone would only think of starting a school or institution to teach people things that are legal and have scope so that more and more people enroll so that the institution can earn some money also. That is possible but that can make the government suspicious and search for more info about that and will do what they think is necessary. That is what will happen to the courses if they are teach people about gambling but gambling is prohibit in that country. What I know is that there are management courses like business administration and public administration where students learn about management generally and their skills can apply in different industries. I was wondering how it is possible to study a course in a profession that is being banned in the country, that does not sound alright to my hearing and as a matter of fact, doing such would put anyone who dares the government in trouble. Maybe they could be doing such studies online but not in a physical classroom setting (formal education) as that would attract the government to that facility or they travel abroad to take the studies and look for an engagement there with it so they would be able to practice what they have learned so far.

Even in a legal gambling countries I haven't been aware that there're academy courses that're specifically thought in the school and even if it's functional, it'll be prohibited for casino or gambling related courses to be thought in the respective regions where gambling and casino activities are not legally practiced.

It doesn`t matter if the casino banned. Courses are not about casino but about studying. I think that it is possible to allow such courses. The problem would be to find someone, who will be interested in it. They have to change country to get the result and i don`t think that lots of people would study to change their country.
