I doubt very much that the forum will give us an official version on the subject, but there are several cases of ban evaders on which no action has been taken and I wonder if this is due to a practical impossibility. In the same way that banning alts would have little practical effectiveness unless a minimum of precautions are taken, it is easy for someone to evade a ban until he is careless posting addresses already posted or linked to the banned account.

I remember the case of Naim027, the case of Polo7 and his multiple accounts that keep shitposting on the forum, and the most recent one I've seen is gunhell16.

As I say, I don't think theymos or any moderator is going to offer us an official explanation on the subject, but I wanted to ask you what you think about this repeated inactuation on rule 25.

Do you think it is because of this impracticality or for some other reason?

It seems to me that each case will have its reaction. If you recall the recent ban of the Dr.Bitcoin_Strange account, the ban was instantaneous, although I was ready for this case to go unnoticed.
Your case, of course, is a violation that has been proven repeatedly, but the fact that the account already has a negative tag tells us that it will exist on the forum as long as its signature exists. All other managers will ignore this account, which will make it unnecessary.
Perhaps the administrator sees that no violations are currently occurring from this account and simply gives it some concessions for presence on the forum.

I wouldn't be surprised, because I thought something like that. If in practice and with a minimum of precautions someone banned can create a second account without being detected, rule 25 is often impractical. Now, if a ban evader is detected and in the account he is using now he is not breaking the rules, does it make much sense to ban him? If you ban this account you know what he will do: create another one. And surely this time he will be more careful until the time comes when he will create an account that will definitely not be detected as an alt of a banned account.

Surely it is more relevant what he is doing now with that account, if he is respecting the rules.

What I don't understand is some specific cases, like Polo7 and his alts, who is not only a ban evader, but he also keeps shitposting the forum.

I also have similar question, since this occurrence also happen to all kinds of spammer (SEO spam, AI spam, advertising spam and more). Based on my experience, it could go as fast as getting nuked within minutes and no action even after i reported more than half of all spam post they created.

But FWIW, they still have benefit of high ranked account to perform spam with much less limitation compared with new account. IMO moderator should consider to take action against high ranked account, due to that reason.

Well let's start with the idea behind the rules thread. It reads out "Unofficial list of (official) Bitcointalk.org rules.." now what I can say about this basically is that the forum has its rules and no one is being compelled to follow them (though courtesy demands you do) and if you eventually don't you bear the aftermath.

As I say, I don't think theymos or any moderator is going to offer us an official explanation on the subject, but I wanted to ask you what you think about this repeated inactuation on rule 25.
If you actually check to the core ban evasion is one most abused rule in rear sense because some newbies get banned multiple times before they get to understand the forum. It would have been a little easier to enforce with an IP ban but alternatively members could still make use of VPNs.
