probably linked to the rise of btc price from $400 to $500 almost overnight.

Are miners turning power back on their miners due to the $100 rise? Is that where the line is?

No. It's some unknown mining operation coming online.
Noticed it on that first spike at April 3rd, IP 162.243.2.142, and 162.208.84.179.
They came again online few days ago. Now with 50 mined blocks (about 16/day, 5 Ph/s ?).
Mining operation wants to stay secret - every block reward goes to different btc address.
