Altcoin creation - setting transaction fee to go to a specified wallet?

Hey all!

I'm setting up a coin and am having difficulties setting the code to send all transaction fees to go to a specified wallet. The transaction fee also needs to be a percentage of the transaction.

How could I go about doing this? I searched the forum and couldn't find anything about doing this.
Hazard said I'd need a custom tx. Anyone have any examples?
