I am not sure I understand this correctly. A new altcoin is launching based on a previous altcoin they had? What is stopping the dev to launch yet another one base on this ePawncoin?

Pawncoin is litecoin copycat.
ePawncoin is 3rd gen. with innovations and will be written from scratch, like NXT.
ePawncoin will have assets for pawnshop, which will be the main business of pawncoin.
ePawncoin pre-sale IPO is accepting not bitcoins, only pawncoins. This is why the price started to skyrocket.
