You can buy BTC and LTC for USD on CEX.IO now...but you need to be "verified" and it's still in Beta

Virwox allows you to buy BTC with Paypal, but limits are low and fees are high. If a debit card, why not take out cash and buy locally? Or if in the US, use ACH to buy on Coinbase.

You can buy Dogecoins with a credit or debit card on https://coinsachs.com/ and then convert them to BTC.

And https://weselldoges.com/ allows you to buy them by Paypal.

Of course, there's a mark-up because they need to cover the cost of frauds, but it's not ridiculously high.

You will have to pay a huge markup over what bitcoin is trading at on traditional exchanges

You might look into bitcoin ATM's.  There are quite a few companies producing them and expanding on how many places.

If you don't mind linking to a bank account I suggest coinbase.  Also as a security I'm sure not all do this but i suggest opening a checking account just for this purpose.  Assuming you have online banking you can move money in/out of bitcoin/internet bank account as needed.  And you don't need to use your main checking account this way.  Most have free if you keep a certain amount in them, which normally isn't to much.
