Particularly interesting is the part about the US Agency for International Development aka USAID and what a conduit for regime change and under the table dealings it is while being portrayed as this charitable organization that we foot the bill for.

I think the US government realised they don't have infinite power, when Snowden went into Russia, and are seeking a way to increase that. In addition, they need new enemies since the fall of the soviet union. I'm sure nobody in Russia and Europe wants a war.
