Some sites run into "problems" when using Tor.

For me they have measures against tor users.

Some time Gmail server is too much loaded and get confused to process your requests. It is also happened with me that they say verification code has been sent to you but i did not receive the same for long time and multiple attempts. But after that server overload is reduced you will get the code
that is how things are working with gmail so in your case also try after some time and things will go right

most TOR nodes/proxies/vpns are probably blocked for security reasons
