Do you need unique ip addresses per VPS?

Hmm I can setup 2000 VPS and each can operate at 256mb ram and all will unique ip addresses that would cost roughly $950 a month to operate them all.

For those who don't know who a jingling farmer is, its someone who gets loads of Vps's or dedicated servers with vps's in it with jingling bot that generates traffic.
