You would be better off just buying a bitcoin before the prices keep going off, that way you will be guarenteed to get your 1BTC in 30 days. But no an S3 will not make a BTC in a month.

You should be able to get there with 2 Antminer S4.  On top of that, it's probably consumes the least power per ghash compared to any other miner.

Antminer S4s are probably your best to mine 1BTC in 30 days however depending on difficulty increases ROI may or may not be probable. If you are in a place where you can easily buy BTC for a dollar value that is the best bet but I know some places or locations are much harder to.

The best miner you can buy to mine at least 1 BTC in 30 days would be Coinbase.  you can buy the coin for the cost of a miner at currently levels.
