It was disabled because some hacker uploaded malicious code using the avatar upload system a long time ago. I asked the same question when I registered.
there is is always someone who ruins it for everybody. i hope the new forum software has better options like following the posts that i like and gives announces when someone quotes or responds to my posts.

At a budget of a million dollars, paying out $100k per month for four programmers, I would certainly hope the new software is well beyond "very great".

I thought the budget is adjusted at approximately 300k$?

No , in one post theymos said that the estimate price of the new forum software is ~ 1mln of $ ... but I can't find the exact thread.
