Why does this sometimes happen? I sent 17 BTC, and 10+ blocks have passed and it has not been confirmed.

No fee.  Blocks have lots of tx.  Your free tx is seen as garbage to process when they get around to it by miners. 
It could be 5 to 20 hours before your tx is confirmed.  I would recommend setting tx fee > 0 in your client.
