Yes. Variation in the time between blocks is very normal.
The difficulty is adjusted every 2016 blocks to try to keep the
AVERAGE time between blocks as close to 10 minutes as possible. However, for any given small sample of blocks it is entirely possible to have multiple blocks within seconds of each other, or an hour or two between two blocks.
