Hello all i can't send 0.000048 test to my address cause Electrum enforce me to pay 0.0001 thats 0.03 $

This is one of your own Change addresses.

In Bitcoin, just like when you buy something with a large paper bill, you receive change for your transaction.

The change is automatically sent to a new address within your Electrum wallet.

Blockchain.info sends change back to the sending address. This is very bad for security reasons, so Electrum generates new addresses for every transaction.
