I mined at cointellect but now they don't pay anymore so is there a site non-invest needed like it ?

There are many mining scam companies who don't pay out  Tongue
If you want to mine, join a pool. If you want to invest, search for serious companies who own their hardware.
A concept like the one of cointellect can't work (paying 1.50 Euro/day for a few hundred kh/s scrypt mining).

So short answer: No, no company can honestly offer something similar without scamming.
