Most cryptocurrencies associate a limited resource with a proof of work system. Processing power, disk space, and bandwidth are limited resources. On the other hand, IP addresses are not a limited resource since it is trivial to generate a large number of them.
Most proof of work systems are based on processing power, while at least one (BURST) is based on disk space. To my knowledge, none are based on bandwidth.
Would a bandwidth coin be possible? Perhaps some type of Freenet/BitTorrent-esque system could be used to justify (and give functionality to) the network.
