Hello! I want to buy 10 BTC right now. whats the best way to do it?
I have my account on BOA but im not an US citizen, so i can't use COINBASE or CIRCLE.
LBC only accepts cash deposit, and i'm not in the US either, so i can't do it.
and any others i found only really rise the price of bitcoin by 15 dollars or more.
Is there any exchange located in the US that uses ACH?

AFAIK coinbase is the only one that uses ach. I have seen goods on LBC as well as cash. Purse.io lets you buy crap from amazon and ship it, and trade that for btc. I never used this but it is supposed to be a good service. I think for you the best way is to get a money wire from the bank to an exchange, I like cex.io, and then buy the btc that way. There is no cheap way to do it, even ach with coinbase they charge you a huge 1% fee. Maybe in the future you can get smaller fees but right now it is expensive to get in to bitcoins, unless you want to buy a large amount. I like cex.io because they do not charge a fee on top of their regular exchange fee for money wire. So you have to do the math but it might be your cheapest option as far as fees go.

Coinbase is actually available in a number of countries. So you could potentially use it in the country that you are living in currently. If you are in the U.S. I don't see any reason they would require you to be a U.S. Citizen.
"Your" bank account isn't hacked is it?

the problem is, if you're not us citizen, and you're not in the US, why the hell you have a BOA account? Can't you move the funds to another bank account? You might use bitstamp, or btc-e. But i really don't think the account you want to use il LEGIT

Just go to any local person in your locality who sell Bitcoin and make him your friend and ask him to transfer Bitcoin for less price and hope he would sell the bitcoin to you.

Where do you live? Knowing this might help others help you, since it's not as easy to buy bitcoins in one country as in other.

My choice will be localbitcoins. I'll find someone near by me and i'll transfer my funds (fiat) in front of that person (or will give as fiat itself) and will ask that person to transfer bitcoin in front of me to me.

If its not an immediate need then you can start an ad on localbitcoins with the lowest rate for BoA and sell it. I have bought and sold on LBTC with BOA before and the rates are usually really bad, but selling as a trader at bitstamp could easily get you a lot of people to sell bitcoins to you for a BoA transfer to their account. Else just consider registering to an exchange .

The best and safest way to buy 10 BTC its through an exchange. It can take up to 5 business days but at least you will get them. Check the most rated exchanges and use one of them. you can use Bitstamp, Kraken, Circle, Coinbase, BitFinex or Kraken. These are the most trusted ones!

The account migh be hacked or whatever but to be honest there is a lot of foreign people who hold accounts in the US for different purposes such as asset protetion from their country, anyways I dont think the US is the best place to go 'offshore' but normal people just dont know anything about going offshore and the first place they try to get an account is USA.
Getting an account in the US is flying going to a branch with your passport and you are all set. I actually have a Wells fargo account in the US but since I lived there I opened it some years ago. I also know a lot of people who aren't US citizens who have accounts in the US.
I think the best place to get those 10 BTC is some exchange and doing a ACH transfer or even a wire transfer.
