But does POI scale to 1000 nodes?

why wouldnt it?

Well, as we found out with Proof of Time with XCR, you either have a centralized system that keeps track of the uptime or IMPORTANCE of each node, or you have a decentralized system where each node communicates to every other node each block to determine the pecking order. 

Works great on Testnet with 20 nodes, does not work in mainnet with 100 nodes. 

NEM is saying they are decentralized.  How you going to figure the POI every block or every X blocks without each node having to ping every other node?

You did not answer my question.  How you going to determine the pecking order?  Centralized system keeping score of the nodes POI, or decentralized, with communication between all nodes to all nodes?

obviously the nodes communicate.. i think where the issue is, is that you assume importance is calculated every block, but its not afaik.. beyond this, a dev will need to comment on it.

Your white paper does not mention how the POI is kept track of.  Having been down this road, I predict you will change to  a DPOS system.

Obviously every node needs to have all blocks of the block chain but that is true for all crypto currencies.
From the information in the block chain the importance of accounts can be calculated. You don't need any uptime or any other information not stored in the block chain.
