You cannot spend any bitcoins with the Master Public Key. You can with the seed if you use it with the appropriate software like electrum to regenerate the private keys to an address containing any bitcoins.


Think of it like this:

New Wallet ------ SEED ------------------- PRIVATE KEY (1) -------------- PRIVATE KEY (2)
                  |                                                |                                        |
                  |                                                |                                        |
                  |---- MASTER PUBLIC KEY -- PUBLIC KEY (1) -------------- PUBLIC KEY (2)


Even though you know PUBLIC KEY(2) has bitcoins and you can generate the address with only the MASTER PUBLIC KEY, However to spend these bitcoin you have to generate PRIVATE KEY(2) which require you to have the SEED.
