Easy no worries mate , you can simply post here on the Currency Exchange subforum like you did saying how much Payoneer $ you have an how much BTC you are looking for and wait for someone who want to trade with you .
Or since Payoneer is a MasterCard you can buy from exchangers website directly , you can read more on bitcoin wiki : https://en.bitcoin.it/wiki/How_To_Buy_Bitcoins_With_Your_Credit_Card (read the warning and be careful) the Only websites that I know on that list are CEX.IO and Virwox and they are legit as far as I know . why don't you just use your payoneer debit card to deposit on exchange and buy BTC
you can try BTC-e exchange, they have credit/deit card deposit option with instant deposit so you will able to convert your payoneer to bitcoin within minutes

Yes, you can deposit directly, but by the time your done with fee, charges and markup you would probably be better off buying a bagel

Better option is to cash out using the card and then buy btc physically.
